UN General Assembly Set to Endorse “Hamas-Free” Palestinian Government

The United Nations General Assembly is preparing to adopt the “New York Declaration on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution,” a resolution that explicitly calls for the establishment of a Palestinian government free from Hamas’s control.
The declaration, drafted under the leadership of France and Saudi Arabia and endorsed by 17 nations in July 2025, represents one of the strongest condemnations of Hamas ever issued by the international body. It denounces the October 7, 2023, attacks, demands the immediate release of all hostages held in Gaza, and outlines conditions for Palestinian statehood that exclude Hamas from political authority.
The measure seeks to revitalize the two-state solution framework, envisioning a sovereign Palestinian state coexisting peacefully with Israel, and underscores the need for governance reform under the Palestinian Authority to facilitate stability, reconstruction, and international cooperation.
Support for the resolution has gained momentum across Europe and the Arab world, with Germany, France, Canada, Australia, and Belgium among those considering formal recognition of Palestinian statehood in alignment with its terms.
Israel has strongly rejected the initiative, viewing it as a threat to national security, while the United States has voiced reservations about the UN taking the lead in determining the contours of a Palestinian state.
Despite opposition, the resolution signals a growing global consensus to link Palestinian statehood with the disarmament and political marginalization of Hamas, and it may serve as a precursor to international mechanisms designed to stabilize Gaza and support the creation of a new governing structure rooted in the Palestinian Authority.
