The National Economic Council (NEC) has approved a Tk 3 trillion Annual Development Programme (ADP) for the 2026-27 fiscal year, focusing on inclusive economic growth, infrastructure development, social protection, and climate-resilient initiatives.

The approval came during the first NEC meeting of the new government held at the NEC conference room in Sher-e-Bangla Nagar, chaired by NEC Chairperson and Prime Minister Tarique Rahman.

Following the meeting, Finance and Planning Minister Amir Khasru Mahmud Chowdhury briefed journalists. Prime Minister’s Adviser on Finance and Planning Rashed Al Mahmud Titumir, State Minister for Planning Jonayed Abdur Rahim Saki, and Planning Secretary SM Shakil Akhtar were also present.

According to the Planning Ministry, Tk 1.90 trillion of the approved ADP will come from government funds, while Tk 1.10 trillion will be financed through foreign loans and grants.

The new ADP has been designed with a reform-oriented and inclusive development vision aimed at ensuring sustainable economic growth, balanced regional development, and administrative modernisation.

The programme places special emphasis on poverty reduction, employment generation, women’s empowerment, tourism, the blue economy and green growth initiatives.

A total of 1,277 new projects have been proposed under the ADP. In addition, 80 Public-Private Partnership (PPP) projects and 148 projects under the Bangladesh Climate Change Trust Fund have also been included.

The government has allocated Tk 17,000 crore for social development assistance programmes to support poor and marginalised communities.

Among sectoral allocations, the transport and communication sector received the highest allocation of over Tk 50,092 crore. Major allocations were also made for education, health, power and energy, and housing sectors.

Among ministries and divisions, the Local Government Division, Roads and Highways Department, Health Services Division, and Secondary and Higher Education Division received the largest shares of the allocation.

The meeting also instructed relevant authorities to prioritise projects scheduled for completion by June 2027 and limit fresh spending on expired projects to ensure greater accountability and efficiency in development expenditures.

Planning Commission officials said that if self-financed projects of autonomous bodies and corporations are included, the total size of the ADP would exceed Tk 3.08 trillion.
