13th Parliament Working to Meet Public Expectations, Says Speaker Speaker of the National Assembly Hafiz Uddin Ahmad delivered the presidential address at the orientation program for members of parliament.

Speaker of the National Parliament Hafiz Uddin Ahmad Bir Bikram has said that the 13th Jatiya Sangsad is actively working to fulfill the aspirations of the people and strengthen Bangladesh’s democratic journey through accountable governance.

He made the remarks on Wednesday while addressing an orientation program on the Constitution, Rules of Procedure, and Parliamentary Practices for newly elected lawmakers at the oath room of the Jatiya Sangsad Secretariat.

The Speaker emphasized that the Rules of Procedure are not merely administrative formalities but essential tools for lawmakers to effectively perform their constitutional responsibilities. He noted that a sound understanding of parliamentary procedures is crucial for proposing motions, scrutinizing bills, and participating in legislative debates.

According to Hafiz Uddin Ahmad, Parliament has three fundamental responsibilities: enacting laws, approving the national budget, and ensuring accountability of the executive branch. Members of Parliament play a central role in carrying out these duties on behalf of the people.

He also highlighted that a strong Parliament depends not only on the government side but also on the constructive participation of the opposition. Meaningful engagement from both sides helps strengthen democratic practices and enhances public trust in the legislative process.

Welcoming the participants, Parliament Secretary Barrister Md. Golam Sarwar Bhuiyan delivered the opening remarks. Special guests included Deputy Speaker Barrister Kaiser Kamal, Chief Whip Md. Nurul Islam Moni, Leader of the Opposition, Dr. Md. Shafiqur Rahman, UNDP Resident Representative Stefan Liller, and Swiss Ambassador Reto Renggli.

Deputy Speaker Kaiser Kamal said lawmakers have accepted a significant responsibility as representatives of the people and must remain accountable to their constituents while carrying out parliamentary duties.

Chief Whip Nurul Islam Moni noted that MPs must address the concerns of their constituencies while actively participating in parliamentary proceedings and holding the government accountable. He stressed that a thorough understanding of parliamentary rules is essential for effective representation.

Leader of the Opposition Dr. Shafiqur Rahman said Parliament, funded by taxpayers, should focus on ensuring good governance, economic reform, and sustainable democratic development.

The two-day orientation program began with participation from newly elected lawmakers representing various constituencies and reserved seats, aiming to strengthen their understanding of parliamentary responsibilities and procedures.
