Universal E-Health Cards and National Ambulance Pool Announced in New Budget

Finance Minister Amir Khasru Mahmud Chowdhury has announced the introduction of modern e-health cards for all citizens under a national health system, alongside plans to establish a National Ambulance Pool and an integrated emergency response network.
He made the announcement while presenting the proposed national budget for the fiscal year 2026-27 in Parliament on Thursday.
The finance minister said that, in line with the government’s election manifesto, one primary healthcare unit will be established in every union and one or more units in each urban ward. Implementation work has already begun.
He added that every citizen will be brought under a unified national health system through e-health cards, aiming to create a more digital and coordinated healthcare infrastructure.
Restructuring Health Services
To improve access to specialized treatment, all district hospitals and upazila health complexes will be developed into integrated secondary healthcare units.
At the upazila level, bed capacity will be expanded along with maternal, neonatal, child health, reproductive health, and physiotherapy services. More complex surgeries will be centralized at district hospitals.
District hospitals will also be upgraded with coronary care units, dialysis facilities, and other specialized medical services.
National Ambulance Pool
A National Ambulance Pool and emergency service network will be established to improve patient transport and emergency response across the country.
Budget Overview
For FY 2026-27, the government has proposed a total budget of Tk 938,000 crore, with a revenue target of Tk 695,000 crore, equivalent to 10.2 percent of GDP.
